The manufacturer's logo is GOMZ State Optical & Mechanical Factory in Leningrad. GOMZ produced binoculars there in 1940 & 1941 but were eventually overrun by German forces and the entire factory moved to Kazan. The optics are not perfect, but are rather clear and very usable.
